Where can I get face paint?

Is it unlocked in the story? I’m currently just finished the tower where you first hear about hzd.

You need to complete NG+ on hard or higher which is kind of pointless unless you plan to play the game more than twice being as you can only obtain them after the second playthrough

Play ultrahard.
You unlock specific stuff for each difficulty, but the higher you get on that, the more you unlock.

If you go ultrahard, you unlock everything (even the stuff for the lower difficulty), and you just have to do it once. ;)
Even though it will be pretty challenging. :O

You can unlock them globally (i.e. use them on your current save) by using a save like https://www.nexusmods.com/horizonzerodawn/mods/12

paste the files and load up your own save, they will be unlocked in the settings menu, note that your video settings will be altered though if you copy their profile.dat, worth it though.
