Do any search on the internet for a product and see if ads don't start popping up everywhere about that product. I even got ads for a product when I used my phone to scan the barcode for a prices.
(I would even go as far as to say it is illegal under the EU GDPR to stonewall a service behind a mandatory collection and processing of personal data which is _not_ in any way essential to the delivery of the service. This is not informed consent, this is not giving the customer a choice, and just refusing to offer the service without the data collection is illegal when the data collection is not an essential requirement for the service itself. And it's not, as you can see when you play offline. A case could probably be made for online multiplayer if it was a thing in HZD.)
That being said, I personally think the "Limited" option is kinda ok, though you have to have some degree of trust in Sony that they e. g. only collect _some_ configuration data that's relevant to them and not _all_ configuration data on your computer which would still be in accordance with the terms they specify. So, abuse is feasible. You can read the details in the data collection section off the Extras menu.
