If you are short on space. First try to expand your inventory space for mods - go to the "crafting" tab of your in-game menue and there to the carrying capacity sub-tab.
If that fails, before droping mods see if you can't put them in a weapon you own. they will do more good there than on the ground. Or sell them to a merchant.

if you DO have to get rid of one, you obviously drop the one with the lowest number.
Thanks for pointing out the way of increasing capacity of inventory too. I hadn't noticed that either!
