Try verifying the Steam Common Redistributables (Info here: https://partner.steamgames.com/doc/features/common_redist ) and then the game files.

(EDIT: If you don't see the "Steamworks Common Redistributables" in your Library, use the search box in the Library window to look for it and you can proceed from there.)
