Horizon Zero Dawn is rather cpu heavy, and your cpu isn't up to snuff. Thus, lowering the resolution the game runs at via FSR doesn't improve your frame rate.

About the best you’ll likely be able to do is limit fps to 30, relieve some strain on the poor cores and should still be playable at least.
So are there known settings that are highly CPU bound? I alread lowered/switched off all those antialiasing, bluring, clouds, etc.
Big oof. Yea you kinda need cpu to feed the gpu.
Just drop everything down to low. There’s i’m sure performance impact guide(s) if you google, I just turned it to max at 1440p and been enjoying it (esp. since dlss update where i just turn that on performance when swapping to laptop since the stupid cloud saves transfers settings...).
I also skip those Vulkan shaders processing at start as it takes ages and comes ... on every start of the game! (Which is stupid - why does Steam have shader precache downloads anyway?.)
If you let the shaders complete, they don't run again.
