Look in Task Manager and see what all is using your CPU behind your back
Click to sort by CPU Use and see what's there

This + cap or lower your fps if you don't want your CPU maxing out AND/OR increase rendering resolution so the game is less CPU dependant.

You need to wait until game finish shaders compilation - it is so dumb from developers to do such thing..... EVERY time you launch game it need to be done - other games are more optimized in that term as other games just do it ONE TIME and fast on game start and it is done forever..... but HZD is port from dang console and here we go...... I think that this describes 100% CPU usage problem pretty much entirely ;)
When you load it up to the main menu, it does it, weird for a single player game. That’s why I don’t trust badly ported games to pc.

It starts shader compilation as soon as it gets to the main menu. No idea why they took away the % complete reporting, as the game still compiles shaders straight away like it always used to. It finishes after 10 minutes or so, depending on how fast your CPU is.

I still start the game up, Alt-Tab out, open task manager and minimize it so i can see the CPU usage, do something else while i'm waiting, and then play the game when the CPU usage goes down to about 20-30% (which means shaders are done).
I personally don't care how the shaders are done in a game. Every game is done differently. What matters for me is how the game loads and how it works.

I'm to watch and play a game. Not watch CPU usage.

it only happens first time you launch the game or after installing new GPU drivers, with a 5800X3D it's done in 20 seconds at 65-69ºC 80-85% CPU usage... AVX intructions galore.
