Some more things you can try out:
- you mentioned you reconfigured resolutions - verify that your visual settings in Windows are within "normal" values, with that I mean things like the relative font size. Set it to 100% or normal test-wise.
- check in the NVIDIA control panel for strange settings for the game, especially the 3D settings.
- if you have several monitors or visual output devices attached, deactivate them test-wise and only leave the gaming monitor active
- inspect your audio-devices (long shot, since you don't mention touching them...). Again, test-wise deactivate all except the one which you use for gaming. Make sure, that one has a sampling rate below 192khz.
- deactivate all overlay software, including fps indicators, steam overlay and most important the Xbox game bar.
- if you have a different virus scanner than the standard Microsoft one, define an exception for the game and for the shader cache location
- delete the shader cache (yes, that means it will be regenerated, once the game works again...)
- run dxdiag and examine the output for anything noteworthy
- downgrade the Nvidia driver. On their webpage, there is a "studio" line, aimed at graphics professionals, when stability is more important than bleeding edge performance. The latest version there is from mid March. The latest Game-Ready version has been causing issue in rare cases, since you checked many other things it would be worth a shot.
- verify your Windows installation with the sfc tool. (standard Microsoft tool). Given, that the game worked before and that you have verified the game files already, chances are it could be something which got corrupted in your Windows system

Find a soultion:
Check if Steam\steamapps\common\Horizon Zero Dawn\ folder has a vcruntime140_1.dll file.
If not, download and extract here. It should be work.
