It sounds like a hardware issue to me. With an unstable GPU overclock the game will normally crash straight away after game loads. So in your case it is more likely either a power issue or unstable overclocked ddr4 memory.
Go into your bios and reset memory to default speed. Don't use xmp profile.
If your issue is a power supply you may need to buy a new one.
You can cause actual problems for your system in there.
If you don't know what I'm talking about and have never enabled xmp profile then chances are it is already on default 2400 mhz.
To check memory speed click CTRL, ALT, DEL then go to performance tab and click on memory. What is your memory speed?
Memory is more stable at lower clocks but it is already at it's lowest clock so chances are your issue isn't your memory.
What you are doing could cause your pc to fail to even start without enabling xmp profile due to voltage being to low.
Don't worry if your pc fails to start as it's easily fixable, Turn your pc off and remove the bios battery then put it back in. Your pc will start again now find the xmp setting.

Meanwhile, there are software compatibility issues that cause problems with the game that have absolutely nothing to do with overclocking and are vastly more common.
Such as sonic studio/nahimic which will prevent the game from booting. Or having your playback rate for audio in windows set too high.
Don't immediately jump to messing with your bios.
