Can you unlock all skills?
Is there a cap in levels where you can’t unlock all skills?

In the end, you'll have more skill points more than you need so don't worry you'll get all the skills.
The cap level is 60 after that your level will be called Ghost Level and there's no limit as far I know about the Ghost Level and it's only available in New Game+

Excuse the thread necro, but: after level 60, do you still get a skill point with every so-called ghost level? Otherwise, I don't see how it's possible to max out all skills.

I just counted the skill points I'd need to max out the remaining skills, and I'd have to get to about level 95-100. I guess I'm misunderstanding something, so can someone please educate me?

You get skill points from doing quests and activities, not just leveling up.

Ah, I see, so the 60 level-up points plus the quest ones equals enough to max out all skills. Got it. Thanks for clarifying! :)

Also, overriding all the Tallnecks inthe base game area gets you a skill point, which I didn't even learn about until recently. :P The game tries to make it easy to get skill points, from what I can tell.

Overriding the Tallneck in Frozen Wilds will also grant a skill point. Every main quest starting with "The Point of the Spear" will give a skill point as well as three side quests (Acquired Taste, Redmaw & Queen's Gambit), then there's each Cauldron you complete as well as the Hunting Grounds (completing all three trials at a Hunting Ground will earn you a skill point). When including the 60 skill points from each level-up you can earn a potential grand total of 98 skill points in a single play-through, which is just 1 short of the 99 skill points required to learn every skill. If you really want that final skill point then you can simply replay the final main quest "The Face of Extinction".

Hmm... Now I'm confused. I could have sworn I got all skills before I even started The Face of Extinction in my last playthrough.

It's totally possible. Just kill enough of the machines. For example, killing a corrupted machine gives 11,250 points.

That's not what I meant.
Getting to max level is easy. EXP is indeed infinite. I did reach lv 60 long before I ran out of quests and errands.
But skillpoints aren't infinite.

I meant you've probably killed a lot of machines. I could be wrong.
I reached level 60 a long time ago, so I don't remember exactly how many skill points it is possible to get by doing quests and errands.

I'll correct my previous post a bit. I wrongly said that the corrupted machine gives 11,250 points. I meant the demonic machine, to be more specific, Thunderjaw, Scorcher, Frostclaw and Fireclaw. Demonic Fireclaw actually gives more, 13,000 points.

There is a soft cap in levels, which turn into "ghost levels" after 60.

You absolutely CAN acquire all skills, and you ABSOLUTELY CAN do so before level 60.
