From what I Have seen any collectible is found at a POI so its just a way to catalogue them i guess.
I thinks that is correct. It's mostly to give a name to the area. Some of them are referred to by name during some mission. For the different types of collectibles you can actually buy map markers from traders. These disappear from the map once you find the item.
You'll notice giant Radar type machines called Tallnecks walking around these locations. If you climb to the top and override them you open up more of the map.
