Yup, get a 2080Ti...lol. The game ran mint for me on my old 6700k (OC'd to 4.4Ghz) with a 2080Ti (also factory OC'd, and then OC'd some more...) Your 6700k is fine for 60+fps, your videocard is lacking. I jumped from a 6700k/16GB ram to a 10850k/32GB ram with the 2080Ti... Videocard is most important for most games. The only game that I've personally seen a huge leap with the processor upgrade is Crysis 3... I also play games at or near max detail @ 1440p.
There is a fps guide which I tried but didn't help much, and in some cases hurt but it's worth reading and seeing if anything there might help you.

I am using the 460.79 driver.
I do get the occasional stutter in certain areas but it's mostly pretty good.

Pre Upgrade, I was Running a FTW3 1080ti /6700k, 32GB RAM, Game on M.2 , yet trying to run at 1440p (at the time on an ROG PG278Q with G SYNC) at ultra settings only gave me about 48fps to about 55 avg. There were parts were i'd get close to 60fps, but as the first reply stated, this game is GPU hungry! Even upgrading to an i9 9900k/ Auros Master z390 still didn't make much difference as above poster noted (its GPU hungry)
furthermore...got lucky and got a ftw3 3090 and the game runs at almost 200fps with every damn thing on Elite, screw ultra lol. But its just amazing how one day one GPU, struggling...Then 3090 and almost like i jumped 5yrs into the future....
Upgrade your GPU kind friend.
3070/3700x, 32gb ram, M.2, 3440x1400, FOV maxed.
I'm getting a pretty consistent 100 FPS in all areas except the ones mentioned earlier, all settings at ultra except reflections (medium) I can't complain, just wanted to empathize with the OP that the stutter is hard to get rid of!
