Report a translation problem
I am experiencing somewhat similiar behaviour on an RTX 3070. The game/driver just needs a few minutes to have certain assets readily available in cache. After that it runs smooth as butter. Maybe slightly annoying, but certainly not a dealbreaker.

As I said in my Original Post, the stuttering is only in the beginning and afterwards the game runs quite fine.
So this seems to be something, some players experience and some don't, regardless of hardware. (Like the infamous Shader Optimization running every time for most and for some not.)
In the end it is surely a problem rather annoying and doesn't break the game.

Considering the RTX 3090 ranks at 100%, The RX 6800 XT ranks ten percent above the RTX 3070.
