No matter, each to their own as the saying goes, isn't that why player choice exists? To give each of us the freedom to make our own choices on how we play! ;) What some consider a luxury item others consider an essential, must-have item.
But you don't really need to worry about collecting the Power Cell in All-Mother Mountain, if you miss it during "The Womb of the Mountain" (the 6th main quest) then you can collect it when you return to All-Mother Mountain during "The Heart of the Nora" (the 19th main quest). But you still won't be able to get the Shield-Weaver because you can't get the fifth (and final) Power Cell until "The Mountain That Fell" (the 20th main quest).
Might be worth noting that the player *could* skip the two Nora Tribe quests and the three Oseram Tribe quests which would make both "The Heart of the Nora" and "The Mountain That Fell" be five quests earlier than I mention above.
