Dragon Age: Inquisition has the same exact problem. In fact most "open world" games have that same problem. SKyrim was the first to do the open world right imo.
The facial expressions are indeed a bit flat but are significantly improved in the frozen wilds expansion. Feels like a different game once you reach that area.
for example I personally didn't get into Mass Effect 2 or Skyrim which was loved by so many ppl, it doesnt make them a boring games, it's just not my cup of tea.
On the other side of what I feel about this game.
I find this game great all around, I agree the side quests weren't that good of a story, however many games are rich in story but lacks combat, graphics, controls or other things
I feel Horizon had a good amount of everything all around, story, combat, and visuals which makes it one of my fav games of all times!
I did the first play through 100% and then a new game plus back to back got all achievements.
its mechanically a good game, with an interesting enough game/reward cycle to encourage me to play it, if there was more progression i probably would keep playing it but i managed to get the best equipment quite quickly.
storywise its an interesting premise, albeit a common "years in the future" trope one, it kept my attention enough to actually watch the cutscenes so overall i cant say much.
i personally dont find it boring as i enjoy the mechanics but personal prefence is just that
Surprisingly, yes!
By having a world full where you can talk and interact with every character. Where every character has a routine which gives them a life. Where there are things to interact with all over the world. No matter where you are there is something there. Find a little town in the middle of nowhere? You know that by talking to the NPCs you are going to uncover some shady secret about this town or the people who live there. Every part of the world has a story to tell even if it is found just in how the funerary offerings are arranged around a statue.
Skyrim doesn't revolve around the most poorly written main story in any game to ever be made, but around everything else.

Skyrim is not poorly written, 95% of dialogues are immersive and make sense. Technically, only thing which is out of place are "radiant" repeatable quests, but who forces you to do them? There are hundreds of normal quests, all with unique NPCs, dialogues, locations etc. Radiant quests was experiment of adding MMO-ish stuff into the SP game. I think expirement was unsuccessful, but unfortunately devs have other opinion, ton of modern SP games have fetch quests now and HZD is one of them... why did they copied weakest part of the Skyrim instead of going Witcher's way and making EVERY quest a separate interesting story? I don't know.
Oh I'm sure, I don't expect any game to be more than 50hrs. I already beat this game in 30 hours it was great and I'm happy about it. If I have to play it for another 20 hrs I would probably also find it boring.
You really shouldn't use it as a yardstick.
