Shield Weaver cannot be modded, while Adept Frozen Wilds gear can be modded with 3 to 4 mods at once (NG+ gear).
Even though I like to use the Shield Weaver outfit as it is challengeing to avoid getting hit until the shield is recharged, I use a heavily modded Nora Protector Adept armor.
It has base resistance of 50% against melee attacks and that can be raised further (currently 84% for me), which reduces any melee damage (also from machines) heavily.
And as of having 800 HP on Level 60, this is really a game changer.
However, that one is NOT a Frozen Wilds armor.
In that case, I actually prefer using the Banuk Werak Chieftain Adept as it regenerates health over time and can be modded with 3 mods.
I also like to switch to that armor, after a battle is won and I had Aloy wearing any other armor.
As you can spare using healing items and also spare collecting or crafting them.
Which saves a little time...
I use the stealth sets just to make my life easier, modded with triple stat'd stealth mods. Making ya not only take less damage then Shield Weavers, ya also can just run around more freely without triggering being noticed.
So it's still some sort of nice to use except if you like to challenge yourself not getting hurt in a battle.
The shield weaver energy doesn't last long but it surely protects Aloy from any damage, when being fully charged.
And the recharge time also tikes a few seconds where you can move her out of range (take cover, etc.) until the shield is fully loaded again.

Stay unhamred in battle, but still fight like a champ as you only get one free hit and then you need to NOT taking any hit for 10 seconds.
That's why I like to use it.
But yeah, my Nora Protector Adept armor with 84% melee resistance is for better against various enemies.
Just heal with a Shaman when you need it.
