Your PC as a whole is very imbalanced. That poor 2060 cannot preform optimally with that CPU.
I still have an fx 8320 that clocked to 5.0ghz, I know first hand how much they hold back a gpu.
It depends on the game, the settings and your target framerate and frametime smoothness.
The higher the framerate the more of a bottleneck the CPU will be in terms of stable frametime.

i know all that, but a faster gpu doesn't make a pc system generally unusable. I have been building computers for myself since 22 years and i always buy a faster graphics card first and with that i achieve better results, as before with the older one.
All games that require AVX currently do not mention it on the sotre page. Its not just a HZD thing.
That said do refund if you like. If the automatic process gives you trouble, open a general support ticket and explain your problem. This should be an easy excemption to make for support.
Really up to you, but no matter what the AVX thing is your biggest issue.
I wont advise one way or another, but leave that to you.

There is a way to get to a general help support line. This is the best way for you to request a non standard refund.

Mention that the game does not advertise AVX requirement as one of your reasons, and see what happens.
There are other ways to get to a general “contact steam support” but thats one way I know of.
Really, it's a remarkably bad port that's overpriced and undersupported.
