And since you have RTSS/MSIAB set up, you might just as well monitor core frequency and see what's actually going on.
Also, which of the two percentage readings in GPU group is actual GPU usage ?
now that you mention it the GPU percentage usage has two, i always looked at the first percentage. and yeah i'll monitor all cores.
Knowing which is which is kinda important :3

iirc by default it is counting and displaying VID engine usage ( HW video encoder/decoder) so might be just that, or you have set VRAM usage in % for some reason.
All is in the MSIAB settings for perfcounters.
yeah at lower resolutions they can be more cpud ependent sometimes, at least I remember that with a lot of older games. But you put the strain on the gpu at higher resolutions and it becomes the bottleneck, which is good for games since you'd rather be bottlenecked byt he gpu than the cpu in most cases with games. cpu bottleneck in games leads to stutters, sometimes even brief freezes for a second or few at a time when it's a hardcore cpu bottleneck. I remember FF15 having a lot of those brief freezes on my old sandy bridge (not oc) before I built the ryzen pc. fc 5 was more stutters on the sandy, but both were cpu bottlenecked. on both games I'd changed settings to put more strain on the gpu (I had a ultrawide 1080p at the time so I used resoslution scales in both games) which helped it feel smoother overall and the fps were more stable rather than having such huge hitches.

If the overlay is to be believed, 2 threads are close to maxing out which is not something worrying (these are not maxed out most of the time).
The GPU is not fully utilized (that is if it is a GPU util %), but that will depend on what GPU it is, what is your target framerate and if it is not bottlenecked elsewhere (say if your PC limits PCIe lanes to x8, etc.)
