The NPCs and the machines don't trigger it either.
I've recorded a comparison between PC's and PS4's effects in the same area.
PC: Only shield weaver outfit makes snow effects.
PS4: All outfits make snow effects and enemies, wild life and machines too.

You do realise that you have made a positive claim and that positive claims require evidence to back them up? Why did the devs not run out of time or run into a resource buffer? How have you eliminated all other possible reasons to arrive at the only possible conclusion of lazy?
Also, you may want to look up what a post hoc fallacy is.
btw since the shield weaver armor and the rope deform the snow, its more likely that they removed the effect from everything but overlooked these 2 things :P
and if it was about time, there was enough time to remove the bug since release, did you consider any of that?
