His gpu is rated over the recommended specs for the game... lol? Those are "guesses" by the developers as you've seen people are getting ass fps even on 2080ti's.
The fact people get horrible framerate with 2080Ti's is because *drum roll* game is unoptimized, who would've thought! But no, it's this dude whose PC is trash. lmao

Granted, my GTX 1080 is an EVGA FTW model running a custom OC curve which gets it up to 2038-2063MHz core (depending on temp) and I run it at a semi-extreme +642MHz mem.
Also, an RTX 2080S is not "only 12fps or so" vs a GTX 1080. More like +30 FPS at 1080p and +24 FPS average at 1440p in H0D: https://imgur.com/a/JXTUtId
You're grossly underestimating how much better a 2080S is. A GTX 1080 is now more closely equivilent to an RTX 2060S or 2070, with the 2070S and above being significantly superior due to their core counts, core clocks and memory bandwidth, especially compared to a standard FE card or more ♥♥♥♥♥-basic AIB like a Windforce or other cheaper AIB models that used low-binned chips to start with. A 2080/2080S/2080 Ti will bury a GTX 1080 by 10-15% or more so as memory bandwidth ultimately becomes the defining performance factor at 1440p widescreen or 4K where it's the bitrate and memory clock (ultimate memory bandwidth) that determines the GPU's raw FPS limitations.
Our older 1080s are limited, even in performance AIB models like I have by the fact they can only realistically push 10-12-ish GB per clock (12 GB with overclocks and good memory ICs, VRMs and cooling that can safely power them above stock) of memory bandwidth. The 2080S starts with 15.5 GB per clock of memory bandwidth before any overclocks and has +~500 shader cores we do not have when it comes to shader operations.
Before you start talking about optimization understand what it implies.
Often when a developer starts tweaking "optimizing" they're lowering the quality of different systems so potatoes can get those "high" frames muh dewd.
I call absolute ♥♥♥♥♥♥♥♥ on this. I'm running a 970 and getting horrible framerates. So you are either full of it, or somehow got a dev build with a new patch. I can't run this game for ♥♥♥♥! I can run Death Stranding perfectly though. (Not maxed out mind you, but given my GPU, reasonable at 45 to 55FPS.)
This game? Max 40 FPS, average of around 33 to 35 with tons of sub 30 dips. So again, I call BS.
EDIT: FYI, I'm running the game @ 2560x1080, with Digital Foundry's optimized settings. Meaning a mixture of medium (PS3 grade settings) with one or two settings at low or high. I'm not trying to crank this game. Just enjoy PS3 level graphics at higher resolution. So for a 960 to somehow be running it better? Ya I call absolute BS.

I'm well above 60 (75-80 average) almost all the time at 1440, and I'm only on a 2070S (paired with an 8700K @ 4.7 and 32 GB RAM). I've never seen the game dip below 60 in any area after 12 hours.
The RAM usage for this game is off the charts. I strongly suspect limited physical memory has a lot more to do with the issues people are having than GPU or CPU.
He might not be, a) 1080p and b) unoptimized means the same specs perform wildly different and someone's weaker computer might outdo someone who has a stronger one because how the game accesses the hardware is wildly inconsistent.
