i'll wait for patches and maybe a sale if they take that long to fix it. lol
I've set RTSS (Riva Tuner) to cap my FPS to 57. Setting: everything ultra except shadows, reflections and clouds at medium.

Instead of stuttering every second, I will only stutter rarely now, this is backed up with my 99% percentile in gpu having 59fps.

textures High
model quality high
AF ultra
Shadowss Hight
Reflections Low
Clouds Medium
AA TAA
Motion blur off
ambient occlusion High
Pretty accurate to what I get ingame
The minimum isn't real. It always says my min is way lower than any number I actually see, it's likely the first second of it while it is still loading. 99% percentile numbers are far more meaningful.
I'm using an old driver, but it seems to work fine. Been playing for about 8 hours total and it is playable (with my specs at least, might be different for other people with similar or same specs though). Haven't had any crashes so far either, yet.
There is stutters some times, but they actually don't happen often. It is mostly when I reach a new place. It does also exceed 16gb of RAM so it uses the drive for the extra storage, might also be the reason for some of the stutters :-)
I probably should update to the latest driver to see if it improves anything, but I don't think I will right now because of some of the open issues (of some other games I play) with the new driver.
Full SPEC:
CPU: Intel i7 6700k 4ghz (stock)
GPU: MSI RTX 2080 Gaming X Trio
RAM: Corsair Vengeance LPX 16GB - 2133mhz (2x8)
MOBO: MSI Z270 Gaming M5
The game is on a HDD.
EDIT: I really don't get the downvotes on the gallary, it is just to show how my spec handles the benchmark in my case.
EDIT: I might do a proper benchmark tomorrow, while playing. Just to give a real representation of what I actually get while playing

Benchmark was run during normal gameplay. Running around, killing stuff and I did one quest. 165 max fps comes from the quest where I had to purchase something. Lasted about 5 seconds. This was done in the opening area before you do The Proving.
