The shadows, draw-distance, fidelity of the clouds, are all better on the PC version. And, of course, the PC version supports higher and real resolutions as well as unlocked frame-rates.
Additionally, it's shown in that video that what I said about the PS4's fake-4K making textures appear blurry and smudgy holds true for HZD's PC release, and so the PC version has much better-looking textures than the PS4 version.

So, the PC version has bearable frame-rates, much better-looking textures (because there's no fake-4K ruining them), has better shadows, longer draw-distance, superior rendering of the sky, and better screen-space reflections.
So, the PC version is actually a significant upgrade visually over the PS version - a big part of which is how blurry the PS' fake-4K makes things look.
