Gamers can use PS Now when the approriate title is in the rotation, you don't even need a console to experience most PS exclusives.
Yes, the "streaming version" will be slightly inferior to console, but it's still better than skipping games that interest you, especially gameplay heavyweights like GoW, Gravity Rush, Spider-Man, Persona 5 etc.
To the Spelunky part, there are several things to consider:
1. More fps makes the image smoother
2. More fps reduces the theoretical input lag (16,67 ms @ 60 fps), but as you can see, nobody would consider 16 ms major, especially since online can introduce way higher input delays
3. There is also display lag, if you play Spelunky at a gaming monitor chances are good that you get close to the real input lag, while many TVs and office monitors introduce way more input lag than the framerate could ever.
So yes, more frames are better, but they are NOT necessary for a great experience.

Well, Final Fantasy for example isn't a consistent story, most games take place in their own universe and are not connected at all.
Same goes for Tomb Raider and many other series, you don't need to play those games.
And I don't think that you need much equipment (e.g. PS Now), it's just about being able to play the games that interest you.
Sadly some of the best games are console exclusives, if you browse metacritic and look for games with 90+ scores in user and critic reviews, you will find many many recent titles like Zelda BOTW, God of War etc.
