when you initially go up the stairs you can enter the room with the monster and behind the counter you can find a key that goes to the rooms on the side, the key is to the left of the shelf on the wall
if you stay in the room with the staircase you can find a switch on the wall, it is hidden behind a pillar. flipping it will cause the attic stairs to drop down. in the attic you can find a key as well, I forget what that one goes to. you can find a hatch in the attic that after flipping a switch next to it will open. that will take you to a room with the shotgun and safe.
the note tells you about whiskey and whales. going into the main room with the monster (which should be roaming the side rooms now) above the counter there will be a sign with prices for drinks. whiskey is 25 cents and whales ale is 5 cents - 255 that is the code to the safe which has a key to the gun cabinet with the shotgun, that way you don't have to smash the glass.
the key on the monsters back will let you into the basement, I recommend hiding under a table and waiting for the monster to pause before taking the key then hiding again. I also recommend doing this before you activate any of the creatures roaming patterns. (entering the side rooms or entering the basement.) on the far wall next to the bear traps there's a door frame that will take you down into the basement using the key. you will enter a room that's been boarded up I recommend this room last and to spend as little time there as possible. you may want to break the barricade prior to going up the elevator.
once you have the basement key and a clear path, wait for the monster to be as far away as his move pattern allows, then make a run for it, unlock the door and just book it.

agreed, the tavern was cool at first but it just made me feel really stupid the more i played it
i was completely stuck on every puzzle because every single solution is either A: hidden in a dumb tiny corner (attic switch, that one key on the shelf behind the bar), or B: uncomfortably close to the GIANT GOAT MONSTER who WILL KILL YOU (safe code, that one key again, the key that's literally ON the goat)
the safe code was probably the most infuriating part for me - the clue was vague, but i was like "ok, surely this is enough information to go off of," and then i bumbled about the tavern for like an hour trying to figure out how whiskey, mugs, and dreams were related to the puzzle at all. gave up and looked up the code... then it turns out the real solution is "heyyy! sneak directly in the main path of the GIANT GOAT MONSTER and take a nice close look at this menu! there's your solution! :)"
like it is actually a neat, creative puzzle, but the solution is directly in a place where the game repeatedly incentivizes you to not go anywhere near without paying full attention to the beast
i was actually able to kill goat lad first try when i got the shotgun, but i had to lay down all 3 of my traps in a row and unload 8 whole shells! it was fun, but yeah, i don't think it'd be a great impression for a first-time player
imagine unloading dozens of revolver shots in to the beast and realizing you'll need something better, then getting a new, way bigger, cooler weapon... that also takes more than a full clip of shots to kill the beast... hmmmmmm...
i think the core problem is that there's too much conflicting info: the notes tell you "hey! the attic and the safe are cool and good things that you need to open!" - the gameplay tells you "hey, stay away from that BIG GOAT forever or you're gonna die to death, dummy!" - and the reality is that everything that's actually interesting is optional, and the solutions to unlock those things feel like bumping in to a secret wall in a Doom II level
TL;DR: unga bunga my brain is mush and i'm salty because the rest of the game makes me feel like The Big Smart and this area makes the feel like The Big Dumb
If you want to kill it, you should use the traps. If you didn't bring any from outside, there are two hanging on the wall near the captain. If you sneak over there when the monster is on the other side of the room, you can put out the candles and wait in the corner for it to leave again.
The best way to deal damage on repeat playthroughs is to use the undertaker. One fire round will constantly deal damage until it dies. I'll need to test if shooting if from one of the cracks in the roof makes it not know where you are. You may be able to press the attic button and run up the stairs real quick not leaving a way for it to reach you.
If you're looking for a way to cheese it, go to the attic. When you get to the top of the stairs, go left and look for a corner covered by two large boxes. Behind the boxes is an explosive barrel that you can use. So, put two traps in the door way leading to the first floor stairs. Shoot the monster and have it get staggered by both traps and shoot the barrel to do more damage. Then have it chase you to the attic. When you hide behind the boxes where the barrel was from you can just jump, shoot once, and repeat. It can't hurt you. If you're looking for a less cheesy way, just skip the box hiding and do laps around the tavern. You can jump from one floor to the other to break line of site and hide. Reload and restart the fight.
Also, you don't have to reload your revolver. There's a spare in one of the rooms and two spares in the earlier parts of the game. "Switching to your sidearm is faster than reloading."
I found that just blowing up the barrel near it from a distance and then unloading the shotgun into it killed it. granted it did have some damage from bear traps previously. full moon dif too. finding the barrel made the fight a lot more fun. I never found the switch for the attic tho, and had to noclip to get in, unless its the buttonless switch in the stair pillar? But to access that you'd have to not have access to the elevator soooooooo not sure how that works.
I think the encounter needs a couple tweaks and it'll be perfect.
The switch is at the top of the first floor stairs on the opposite wall near the floor. You'll probably need to use your lantern to see it. You can see the attic stairs directly above you.
i do think *some* of the tavern could do with a touch up. the safe was okay, and once you figure out the goats patterns its not too bad to figure out how to avoid it and kill it if you want, but getting into the attic for example was silly. i couldnt figure out how to get into it, and only found the switch by accident when trying to set a trap for the goat. the traps on the inside of the tavern appear to be bugged, and dont look like theyre set when in reality they are. would be nice if the traps locked it in place for a few seconds instead of just dealing damage - give you the ability to send a few rounds into it, then duck around a corner and over a trap, making the goat run into the trap and give you time to reload and repeat.
idk if theres anything in the tavern that can be set alight, but maybe if you could start a fire on something with the stoves in the upper rooms and then ignite the goat? we *are* in a tavern full of probably flammable alcohol, one of my plans was to set something on fire and then burn the goat (since i foolishly used my last fire round to get into the tavern lol)
really liked the tavern tho ngl, very fresh and challenging.
