The only people in Sunny's house at the time of the accident are Mari and Sunny, with Basil arriving shortly afterward. It's possible that he was there to see the accident, but I can't recall the specifics there. It happens during the day, the day of the recital, so he was probably just dropping by to hang out, take pictures, etc.
I think Basil having feelings for Sunny is a popular interpretation, but I'm pretty sure that's not stated in the game. It's certainly a theory I had while playing the game (especially with Basil trying to confess in the elevator during the black space sequence), but of course once you learn the truth it's pretty obvious what he was trying to tell you.
