Call Of Inspiration quest unavailable?

I have Kel and Aubrey in my party right now, and I got the Pool Noodle for free after going to save outside after grinding. I looked up what it’s used for, and I want to do the Call Of Inspiration quest. However, when I talk to Berly on Last Resort B1, it just says she doesn’t notice me because she’s eating. Can I not access the quest because I have Aubrey in my party, or do I have to progress further to unlock it?

I think you need to beat the boss of Last Resort to unlock it.
