What about the two ladders at the playground ant the pinwheel forest?

guys i'm confused. I'm doing the Ghost Party Quest. For the propeller ghost you have to go into the pinwheel forest, which you can reach via one of the two ladders. Thought actually you should take the ladder above the playground. The ones without red footprints. Climbed it up and ended up in Otherworld. Climbed another ladder and there he was the pinwheel forests.
am I the top ladder to the Otherworld all the time? Or does the lower ladder lead to the Otherworld up to the Ghost Party Quest? 🤨

They are different ladders. Otherworld is to the right of the tree stump from the beginning. Pinwheel Forest is the ladder in Vast Forest east of Basil's flower garden with red footprints. The ladder has pinwheels nearby to signify the Pinwheel Forest.

Ok this means I did take the ladder with out the footprints. Crazy.
