I think most people probably just don't realize that you can sacrifice the items on the counter in that area and think that you're just supposed to lift up and put down each item to see the number underneath for the safe combo. Maybe I'm a doodoo brain, but I didn't realize either
I rewatched a clip of what happens when you first get to the area with the summoning circle, and I can understand how so many people would miss it. The first thing the mole's dialogue prompt places emphasis on is the safe: specifically, the mole mentions that he's guarding something, and whatever he's guarding is probably hidden in the important-looking safe, so I could imagine why a lot of players would immediately head over to it.
Heading over to the safe and interacting with it causes the mole to mention that "there's definitely no combination or anything like that around these parts," and if a player's interacted with the items on the counter either just before or just after this, they'd notice that there are numbers that can be seen when you lift up each. At this point, I know all I was thinking was, "ah, so this room's gimmick is that you have to pick up and put down each item to see each digit of the safe's combination," and so I proceeded to do that and plug in the safe combo. Because of the way in which this was presented, it hadn't really occurred to me that the items might serve a second purpose as sacrifices on the summoning circle.
Plugging in the combo gives you the piece of paper that directs to place the mole on the summoning circle, at which point I also thought that the room's second mystery--how the summoning circle was supposed to be used--had been completely solved. The mole's dialogue prompt makes a brief reference to the summoning circle still being functional later on in his first dialogue prompt, but it wasn't clear to me (and a lot of others, I'm guessing) what this meant should be done with it, especially when the safe had already been called attention to as being so important. The revelation of what you have to do with the mole had (I thought) answered this for me
I think this game is amazing, but imo, this part of the game is pretty unclear/misleading with regards to the summoning circle's uses given the room's design and dialogue prompts. I pride myself on exploring things to a ridiculously thorough degree, and I'm pretty confident that I found most of the secrets in the game, but this completely eluded me, and would've continued to if I hadn't happened across people talking about it. As evidenced by OP and a lot of the other posts on this topic here, this has happened with a lot of others as well
