Out of all the recommendations I have, I'd say End Roll by segawa (found at vgperson's website) is the most similar to OMORI. But it also is a turn-based RPG with a knife wielding, taciturn young boy dealing with guilt exploring a world made out of his own mental space with people he's known in real life he can recruit into his party. It has more content warnings than it though and there's literally no happy ending to this game so do mind them before seeing if you want to play it. The game is about a boy who, instead of being sent to death row, becomes test subject for an experimental drug that teaches people guilt through their dreams called "Happy Dream".
Another recommendation in vgperson's website is Witch's Heart by Blue Star Entertainment (IZ), though admittedly I am just recommending it just because I like the game series so much. It's not really similar to OMORI at all. However, there's combat, exploration, and it's very story-rich with much care to given to the main cast! Do mind that despite its cute art style, it also has horror elements and heavy topics. The game is about a young woman and 4 other men finding themselves trapped in a mansion full of killer monsters and rumored to contain the legendary wish-granting treasure, the witch's heart.
Now, for games on Steam, I'd say Hello Charlotte by etherane is the most similar aesthetic-wise. It's a bit more on the horror RPG side of the spectrum (like Ib, Mad Father, Witch's House), so there's more focus on puzzles and very little to non-existent combat. The themes can get very heavy and there's a lot of gore/body horror involved. But nonetheless, if you're interested in a wonderful art with a sci-fi, surrealistic story with a parodic sense of humor, do consider checking it out! The game is about you being the puppeteer for a girl named Charlotte as she goes into various adventures.
And then finally, although it's not finished yet, I gotta recommend Heartbound by Pirate Software. It's very much inspired by Earthbound, so there's a lot of the quirkiness that you may come to love from OMORI and Undertale. The protagonist is also a young boy with mysterious circumstances plaguing his mental state going off on a journey. The combat is comprised of mini-games, and there's a lot of variables that can affect the boy's mental state and your specific playthrough of the game. The game is about a boy going on a world-hopping quest to save his dog.
i was also reminded of the Mogeko games; *Wadanohara and the Great Blue Sea* hasn't been mentioned yet and I really loved that game-- very cute similar art style and narration leads to a darker ending (not sure where to play, i just watched playthroughs on youtube; still enjoyable if you like the genre and have time to kill)
If you happen to have a DS with the ability to run roms, play the translation of "Nanashi no Geemu" (translated as "The Nameless Game"). The control scheme essentially requires you play it on original hardware, but it's an amazing horror experience that shares the "fun whimsical segment/offbeat horror segment" gameplay loop of OMORI.
