The end build will result in enemies dying to poison while not able to hit you back because of the fear effect you're inflicting on them.
Fear is one of the weaker combos with Poison, finishers are much better once you've got them. The finisher that deals damage based on your poison stacks will likely be the highest damage bullet you have in the game.
Against smaller enemies there's no reason to use poison. Cold, Fire, and Force bullets tend to be the best against anything you can kill in a single combo. You only bring out poison when you need something big to die.
It 'helps' somewhat against the more mobile enemies but they're too far and few between to matter, they're boss fights. You can get your 20 stacks rapidly with the later powders :| . Its rather 'fine' to keep up without an smg.
As for whatever you can pair it with. Not fear as it gets the enemy out of range and the stack duration hardly matters outside of smg unless you lower it yourself. Anything to sit them still. or anything to help against crowds because you're not surviving a swarm.
