Okay good I can't stand single player games that force online.
Your honor is on the line if this isn't true...
Making me have doubts now...
Why do you have such fears of 'online only' games?
What caused to you see them in places where they don't exist?
Online means, can be played online, for multiplayer. As in able to host a game for your buddy to join. Not 'always online' or 'required online'.
Online only is anti consumer. I'm not giving you a jester award.
You see 'Online' in a game and assume the absolute worst.
I might do a jester award on you or the other guy if I actually knew what you posted was overly dramatic for the fun of it, and not symptoms of some sort of abuse.
Can the game be played offline (no internet needed, not talking about Steam offline mode) in single player?
Ill start it up tomorrow and cut my internet midway and see. You might run into the obtuse DRM handshake as it exists in the total war warhammer 1/2, where if the game is offline for 2 weeks it locks you out of YOUR PURCHASE until you reverify with the drm.
I checked gog beforehand but its not available there last i checked.
It's fun enough, if somewhat directionless and not very difficult.

2nd result gives Steam Support's own FAQ on the topic. If you read, you can see that Steam does several checks, including to make sure your games are up to date.
Going off line with Steam and unplugging from the Internet isn't exactly straight forwards at times, but it is doable.
So yes. The game can be played offline and the having to be online part refers multiplayer. No always online shenanigans so far. But this can always change in the future (as seen with the game Eco Global Survival) should they decide to be more agressive with the DRM stuff.
