It's not that they have a lot of money to spend, it's more of does it make sense, business-wise, to dub a particular series of games or not. There are a lot of factors that goes into the decision process on whether or not to dub a game. Hiring a studio and paying the voice actors is a lot more money than one thinks, because companies have to go through the agency to work out a contract, cost, time, schedule, etc...
And let's honest: even if they DID dub it, we probably wouldn't hear the girls speak during cutscenes or our secretaries talk to us. (In other words it would barely be voiced at all.)
And when DAL was localized.....look, I prefer dubs myself where possible, but I wasn't expecting that to be dubbed, due to both the sheer scale of voicework and what you said.
I think they might have made this game a bit more budget than their usual titles, probably expecting less sales :/.
