Those wallpaper are just high resolution images
The ALCW.themepack just opens the Personalization screen but the theme doesn't show up as an option?
You should read the Readme in the DeluxePack folder, you can install the icons and Mouse Pointers manually on Windows 7 and use the backgrounds in the Desktop Wallpaper folder in silde show mode it will do the same thing, you can change desktop icons and mouse pointers from that same personalization screen as well..
Ya I did it all manual in the end but was a huge pain in the butt
The instructions are all in the read me but for convenience
To change your folder icon:
1. Right click on the folder whose icon you wish to change
2. Select "Properties"
3. Select the "Customize" tab
4. Select "Change Icon..."
5. Select "Browse..."
6. Navigate to the install location of Azur Lane: Crosswave (such as C:\SteamLibrary\steamapps\common\Azur Lane Crosswave)
7. Select the Deluxe Pack folder
8. Select the PC Theme folder
9. Select the Icons folder
10. Double click on the icon you'd like to use
11. Select "OK"
12. Select "Apply"
13. The new icon should now be applied to your folder
*However there is also a trick they didn't cover *
Using shortcuts like the side panel to get to the folder you want will not let you see the "Customize Tab" in Properties

my computer > C drive > users > "your pc name" > from here choose whatever folder you please
Also note instead of C you could go to any hdd after opening my computer
