However, there is something causing a blurry appearance to the characters. I'm not sure if it is some postprocess effect like bloom or something else. There is also apparently some form of AA that you can't disable.
Overall, it looks alright but not as crystal clear as I prefer games to be in 4k. Reminds me of other IF titles with their unconfigurable post process.
Where is the GameUserSettings.ini, iv had a dig around in the files and can't find it. (Im running at 4k too)
Where local appdata is something like C:\users\username\AppData\local
AppData is a hidden directory so make sure you have those on.

Yeah, that's UE4's TAA. Does a great job at handling multiple forms of aliasing, and is pretty cheap, but it softens the image a decent bit.
Windowed mode only can display the top of 1980X1080.
Can you confirm if it has 4K resolution in the game's options ?
