In my oppinion it is more of the composition instead of only one ship, you can make all of them work you just need the equipment and the right supporter ships

if you want to know just who are the strongest with effects i would say St. Louis and Roon are top Tier

Just buy the equipment dlc, then use IJN destroyer only.

Reload stacking seems to be the best overall strat I've found. Thus my usual team and explanation is below. Another team that can get insane reload for Heavy Cruisers is Hood, Atago, Takao with Laffey, Unicorn and Mikasa. Once Hood's ability is triggered and your reload is high enough, the enemies should be melted in seconds.

I've calculated, as close as I could, that for the best Light Cruiser guns, you need at least 678+ (likely 675) Reload. For Heavy Cruisers best gun, it needs to be above 1106. I also know that a calculated reload speed of 1031 was NOT high enough. Torpedos and Battleship guns have too high of reload times to make them instant even under the best of situations.

Reload stacking is incredibly powerful. ***One fleet I regularly use is Cleveland, Ajax and Belfast, Laffy, Downes and Unicorn. The reload speed is so high for the Light Cruiser cannons, I can't keep up. But the computer sure can.

So while I use the Destroyer Cannon, they use the Light Cannon just as fast and shred enemies. On top of that, they'll spam torpedos rapidly and flood the ocean. I'm at level 100 with 2 x +10 Auto Loader T3s. Using Assault Order at that speed melts enemies ruthlessly.***

Even still, while there are many ways to play, this has been one of the most interesting, devastatingly effective and visually impressive strategies I've used. Be sure to try it out.

Not sure if it's like this on the PC, but there are some text descriptions quite wrong. Laffey's Wargod of Solomon boosts Firepower and Reload by +50% at level 10, not whatever it might say. At least it did previously the PS4 and it's not the only wrong description. As soon as I learned it was Reload/Firepower +50%, she is in every battle I can use her in.
