55/56 Olympus missions, Operation "Relocated" still locked after El Camino

Trying to get Zero to Hero, but this last operation is still locked after replaying El Camino.
Any ideas how I can unlock it?

Personally not impressed that I'd have to pay for DLCs I don't really want in order to complete that particular accolade.
