Open Task Manager.
Click on the Details tab.
Right-click anywhere on the top row (Name, PID, Status, User Name, CPU, etc.).
Click on Select columns.
Click on Elevated and UAC virtualization.
Click OK.
Look for your process and check the Elevated column for the status. You will see Yes or No indicating if that process is running as Administrator or not.
You can also check the UAC virtualization column to see the status. You will see one of three statuses:
Not allowed - Running as administrator (elevated).
Disabled - Not subject to UAC virtualization.
Enabled - Subject to UAC virtualization.
2) Do you run Icarus through Steam client?
3) Do you run Steam client through the 'desktop' icon?
4) Doesn't the 'Steam' icon on the desktop have a 'checkbox' 'as administrator'?
5) You write that you have checked everywhere, describe in detail: what, where and how you check.

6) Do you have a standard 'user' login in windows?
7) Unfortunately I'm on WIN7 and so I don't know exactly how WIN10 works. On WIN7 everything is determined by the setting in the icon {if running from it}, and you also need to check the setting on this parameter of each *.exe file separately {including steam.exe}.
