We canceled the second Operation at the CONT4CT in our Open world Game.

Now it shows Mission finished. But it didn‘t unlock the next one and we can‘t restart the operation. Also it shows this operation is new.

In the first screenshot, I see that both upgrades are inserted into CONT4CT Device: Infrasonic Relay Upgrade, Encrypted Satellite Upgrade.
In the second screenshot I see that the first Operation ‘Nomad Expedition’ is completed, but the second Operation ‘Ubeltater: Ermittlung’ is not, that’s why it says ‘Operation new’. There is no 'tick' at the bottom of the diamond (like in the first mission). That's why the third Operation is not unlocked for you.
In the third screenshot (Missions), everything beyond the second mission is blocked because it is not counted as completed. You also don't have a check mark in the diamond like you did in the first mission.
In principle, everything is as it should be.

It immediately seemed strange to me that you wrote that ‘second Operation cancelled’, but at the same time { Now it shows Mission finished.} All completed only with a ‘tick’.

Sorry, but sometimes there are misunderstandings and sometimes I don't understand something.
In the second screenshot, Operation ‘Ubeltater: Ermittlung’ is not marked as completed; on the contrary, it is not completed. There is no checkmark in the diamond. You need to launch it and execute it.

yes the diamond is nor marked. Our Problem is that we can´t launch the mission. If we click on the diamond or the mission it won´t restart or give us options.
How can we otherwise restart the mission?

That's another question. Then clarify what happens when you click in CONT4CT Device in the menu as in the second screenshot, on the diamond with Operation ‘Ubeltater: Ermittlung? (details step by step)
It is in the menu in the second screenshot, and not in the third.
In theory, Operation should normally be launched (this is when the mission is executed from Openworld).

Try Verify game in Steam.
1) Are you playing on your PC, joining a friend, dedicated servers? (external hosting?)?
Are you running the game or Steam as administrator? Are you launching from a desktop icon or via Steam?
Is your Steam in 'offline' mode?

2) Do you use or have you previously used mods?
The screenshot below shows the files and their sizes that you should have in the Paks directory (Icarus games), and nothing extra (update Week 108). There should also be no empty mods folders.

Hello, I am a friend of Bennyfox. We play on a 4netplayers server. We play without mods. We have completed the first operation. Then we started the second one. But we had to cancel this. After the cooldown, we wanted to start the operation again. This is exactly where the problem is. When any player wants to start the operation, a sound like "denied" will be heard. Comrades! You understand that such things as the fact that you played multiplayer need to be written from the very beginning. I just don’t remember this happening at the moment on PC Solo, that’s why I asked.
In turn, multiplayer has its own problems that do not occur on PC Solo, but I am not well versed in multiplayer. There are people in the OFF Discord Icarus who know more about this.
For now, at the moment we need a number of answers (what I roughly know):
1) Who was the Host and who was the Client?
2) Who launched the second mission, Host or Client?
3) Who canceled the mission, Host or Client?
These are the questions that you will be asked (maybe) in the off Discord.

PS It is always better for the Host to do all the important actions, because all processes are synchronized with it first of all.

And then you may have to go to OFF Discord.
PSS I quickly read Discord, there seems to be some problems with this mission on a dedicated server.

PSSS Possible advice: try to reboot the server (before this you will need to make a backup, just in case). You write the answers to the questions above, and in 15 minutes I will finish the second part on dedicated server.

1) Both save your Icarus progress to a separate folder on another partition of the drive (or flash drive). (disable Steam clouds, otherwise, when you manually return your saves, there is a chance that Steam cloud will return the original saves.)

Make several backups.

2) Host disables Steam Clouds. Closes Steam Client. Restarts it.
Host reboots the 4netplayers server. Then he goes into his Openworld alone (this is the only way with Steam Clouds disabled).
The Client does nothing at this time, doesn’t even try to connect, better yet, doesn’t even start Icarus.
Host approaches the Orbital Exchange Interface and pulls out both enhancement devices. Puts them back and tries to run the second mission of New Frontiers: Offender Investigation as Operation. That is, you need to do it alone.

3) Did something happen? (the client does nothing all this time and does not connect anywhere)

PS If it doesn’t help, then let’s try to see what’s written in the files. There is no easy way to ‘reset progress’ except to delete it.
