Black Screen after Character Creation and Selection

I just bought the game on sale and can't play it at all. I can play all of the other games in my library without issue. After selecting my newly created character, it goes to a pitch black screen with no loading symbols. I can still hear the game music and I can press Escape to change settings in the menu or return to main menu. Any Ideas?

PC:
CPU: i7 9700K
GPU: AMD 7900 XTX

Solved - Working Solution from Icarus Official Discord:

If your Steam is not running as administrator, make sure that the game is not set to "Run as Administrator".

"For Clarity: Icarus and Steam have to run in the same permissions context. Most people don't run Steam as Admin, so Icarus can't run as Admin."
