Flame Chakram Drops?

I'm farming "Unearthed Royalty" with Shinobi hoping to get the Flame Chakram. Playing the LV 70 quest and have runs down to about 3 minutes.

what's up with the shuriken drops? I just can't get the flame shuriken. it's drop rarity is R++, same as the Kotetsu, yet here I am 5 kotetsu drops, a few trident blade +1 drops and several 28000G drops later, but no flame shuriken. it's already bad enough that you usually get just gold from these stupid boss, but I keep getting kunai!

Is the Flame Chakram a lot rarer than the kotetsu? is it based on what weapon you use more?

I have 93 Luck, and even use the white candy+ to boost my luck further. Do I need to use the bandit to get it?

RNG is gonna rng. It drops for shinobi and isn't based on anything other than your luck. You only need 100 luck to max out the rare drop chance. Bandit might help your chances since he gets two rolls for a rare drop but it also might not since he can also drop the other shuriken there. If you can, you might want to try on 110 where flame chakram is less rare and the drop pool is smaller.

yeah, I got it doing the same mission, with 58 luck using the bandit equipped with double shuriken on the 3rd run.
