[spoiler!!!] How do I get the peace on vertumna ending?

Someone please help idk what I'm missing ;; I befriended Sym, talked to the Gardeners, convinced them to try to have a peace talk, and talked to Lum about the peace talk, but when the time arrives Lum being Lum instantly ruins any hope for peace and the war happens anyway. Is there anyway I can somehow get someone like Marz to replace Lum as governor to make peace possible? If so how??

after vertumnalia in age 18, do a job in the admin building and marz will bring up the idea of overthrowing lum. you'll then have to gather 6 votes from the council members, which requires doing a job in each of the locations, ie. admin, engineeing, expedition, garrison, geoponics, and living quarters. each of them will have an event where you have to do a hard persuasion challenge to convince the respective council members. some of them have bypasses from certain conditions. for example, if you save eudicot, admin not only is bypassed, she gives another vote. All of this must be done before vertumnalia in age 19, at which point marz will storm the stage and call the vote
