You don’t need Rebellion points to nominate yourself. You do if you want to suggest yourself as a candidate at the beginning, but even if you don’t do that you can still nominate yourself at the end even though you’ve been campaigning for Marz the whole time, assuming you have 100 persuasion. She doesn’t even take issue with it.
