Report a translation problem
You can warp to the fun levels through that features menu. I would guess you can warp to the lost levels too from that features menu too. Let me know if this doesn't work.
Features -> Warp to Fun: Cat and Mouse, Hardcore, Playground
Besides: after Absolution the next level is Outpost Omega which reappears though I've finished all secret levels.
Starting a new game does not show up the option 'Lost levels'.
I wonder how to activate the Lost Levels as they are said to be included in the Steam wad.
Maybe this is a bug in the Doom 64 EX version.

Features -> Hectic: Beat it again or ^exitlevel -> 33: Intro Demo level -> Final Screen -> Plant Ops.
I wonder why the game did not unlock the 'Lost Levels' after beating 'Hectic' on my first run.

So all in all 10 additional levels which is really great.
