To get it to work I set it in DX11 mode.

I don't see how it would not work? I mean, the engine used for this game is very light and well optimised.
i m sure you could have used Riva TNT2 with 64 mb vram for it if this wasn't using modern API dx12/vulkan...

I do suspect however the OpenGL 3.2 requirement is due to the N64 texture filter, which on PC hardware has to be emulated with shaders.
Go to %USERPROFILE%\Saved Games\Nightdive Studios\DOOM 64\ and open kexengine.cfg with a text editor.
Look for the line seta r_rhirenderfamily and change the value to "d3d11"
This will force the graphics to DirectX 11.

First you need to create a configuration file for the game to accept the API exchange (OpenGL to DirectX).
You can do this by opening the game or taking the default configuration file, it is usually in C: / x86 / Steam / Steamapps / Common / Doom64 in a file called Doom64.kpf. You can open this file with winRar, then take the Default.cfg file and extract it to any folder, then rename it to kexengine.cfg. Copy this file to C: / Users / "Username" / saved games / Nightdive Studios / Doom64. then open the file using the notepad and look for the arrow r_rhirenderfamily, within the quotes replace Vulkan with d3d11, close and save. There, the game will open normally.
Those requests should not even be here on Steam.
1: Goto Control Panel, Hardware and Sound and finally Device Manager. Locate your GFX card, right click and update drivers.
2: Select Microsoft Basic Display Drivers and install. Then once you've finished, launch the game and see if runs.
3: Assuming it works, then update your GFX card and select your intel drivers, then go back and run the game again and the problem should be solved.
There is this program in the Microsoft Store for Windows Insider Program members to add OpenGL support, and it is required in order to use DOOM 64's OpenGL mode on the Microsoft Basic Graphics Adapter.
Please note that either way the game will run very slowly due to lack of hardware acceleration.
