I cant install/play any mods

How to install mods on steam version? I go to the main folder of the game. I made a mods folder and put there mods. But in menu i cant activate them. There is nothing here

Read readme.txt files and FAQ colum of these thirdy party modifications. Is always easy if you follow the instal procedure.

I did. It seems like only mods with installer works for me. I used to play on my original CD copy of this game (bought in Poland many years ago, no steam) a mod FX with special effects, new fire, smoke etc. Now this mod is not working. How to get this mod work again? Its great...
