At worse you can just die. More of a slap on the wrist.
I have to admit it did get a bit tedious after a while, but at least you keep progress and the game also allows you to deal with him about 2/3rds in.
Thematically I get it, although it does get old near the end. Shooting him was literally the 2nd to last major thing I did though, so I had to deal with occasional run-and-hide basically the entire game.
But yea, technically you don't even need to evade unless you're trying to no-death (no-dreams?) it, and you can get the cherry regardless.
He also doesn't appear at random (I think), but gets triggered by loud noises
Dying one or more times triggers the bad ending, though weirdly enough getting the good ending is not a cherry condition
Then there's the leave through the basement ending, and whether or not you ever got caught by the killer will affect the final cutscene. Getting caught is far more interesting.
