Is there a synergy between the two that I don't know about?
Some people will do the QP hack right after hack hack so they can start working on those manual majors during hack day, but you can do them after the hack day finishes. There's nothing special about hack day itself for doing quests.

This would seem to indicate to have a full bank FOR USE on hack days. Or maybe not, i am a bit confused.
sounds like it implies to buy extended bank for use AFTER hackdays.
I am trying to setup for increasing my quirks point production in prep (for or after) hack day in about a month and am trying to convince myself of some perks to buy for during/after the hack day. it looks like perk 89 and 90 are high priority, yet I am underwhelmed.
Up until now I was just continuously idling majors and getting 57 quirk points 3 or 4 times a day because I hate doing quests and not using the itopod.. But I am trying to figure out a better method so I was hoping someone else who has tried different plans could inform me.
Well, I can tell you that quest DC affects idle time, so that extra 15% wouldn't be a complete waste.
I don't remember if you're using the mods or not. If you are, you can auto manual the majors and it will auto change to itopod when done.
Also don't forget this is an incremental game. You get a lot of tiny boosts that individually don't give very much but over time they add up. That 10% isn't going to be a big help now, but you should still get it eventually.
I can tell you that by the end of the game, your QP modifier could be (with butter) over 30,000% and manual major quests could give over 55,000 QP each.
The benefits would get negated if you "lost" a few major quests due to the stock being full at the time.
Also important to note is that getting more QP but later also means getting the bonuses from the QP later.
Depending on the quirks, getting them a few days earlier could have a bigger impact on your overall progression than getting more QP during/after a hack day.
Of course, if you are min-maxing to the extent of piling up major quests like this, you would also have taken all of this into account, but if you are "just" following a guide then it might be a good idea to give it some extra considerations.
