When you add in compounding Hacks, upgrades to base PP, Sadistic NGUs, playing more cards and at higher tiers... you'll chew through most of the upgrades you "miss" in Evil relatively soon. The expensive ones... well, there's a lot of Sadistic upgrades cheaper than the last few Evil ones.
So, yeah, you'll be making more PP soon, and a lot more in a few weeks, and those last upgrades are more expensive than the early Sadistic ones anyway, so it isn't that important overall.
As for whether your main equipment set should include some Respawn: yes, always. Respawn is a great stat for so many things, and your main idling set should always include some good Respawn items.
