i cannot go to the evil when i rebirth and i have defeated the beast v4/ brutal many time;-;

For starters are you really defeating his v4 form?
We had a few threads where the person never did the unlock quest for him so they were just fighting the pre-unlock form and thought they were defeating his v4.
If you had the stats to defeat him, you probably already have the fully levelled and boosted set from chocolate world (the last zone of normal difficulty, after the beast).

Defeating him is not the only requirement for evil difficulty, you also need to have defeated boss 301 in "fight boss" and to have a certain amount of stat multiplier from the "for rich" (between itopod and exp, they are multiplicative so going for both is the quickest way).

also when i kill the v4 form in bestary it just shows skeleton gaurdian

itopod is something you unlock with the key that drops from the sky zone, you enter it from the adventure menu.
In there, enemies don't drop items other than boosts but they give you a currency that you can spend on various bonuses.
