OS Levels are gained from 4 different sources, each can have 100 levels max. Tooltip on "Wandoos" button in feature list will provide you a detailed list of you current levels. Looks like this[i.imgur.com].
As long as your Wandoos 98 levels are below 100 it's worth collecting copies and using them for upgrades. Each Wandoos 98 level requires using copy of wandoos 98 item of such level orhigher (you are left with any surplus).
So if your Wandoos 98 level is 54. And you use level 58 copy. Your Wandoos 98 level (and therefore OS level) goes up by one. And you are left with level 3 copy.
Yes that is what you do with it, until you get Wandoos 98 (and eventually Wandoos XL) to 100. You'll be collecting Wandoos 98 items for a relatively long time.
Almost everything in the game gives you a certain "perk" when you level it to 100, so shift click it for protection, and keep on merging it (you can buy 1000 exp inv. merge slot, very useful) until you get 100, and then discard it
I.E. lvl 100 Seed will give you 200 seeds
