This happens often when drop chances are low. I collect Walderp's items now and out of 8 clothes items (two of each hat, chest, pants, boots) one of which is level 27 already I have 0 of one kind of pants.
I don't know your drop chances, but base chance is 2% for any ring to drop and lets say you have 100% drop chance bonus at that time. Which means there is 4% chance for Utility ring to drop or 96% chance not to drop. Chance that you won't have that ring drop even once in 64 tries is 0.96^64=7.3%. Which means that out of 1000 players around 73 will encounter this situation, you are just one of those unlucky ones. You can calculate your actual chances for this situation happening using your drop chance values.
BTW, I noticed that the games hasnt sent me any checks for a million dollars recently either :P
Edit: Lol, I also finally got those pants on the 2nd Walderp's kill after I mentioned that I didn't have them yet.
Once, not too long after the update that added UUG, someone complained that their rng was broken because after over *70* kills, they hadnt received a single drop, they hadnt had the filters on, either type, or a full inv at the time, or anything. They were sure it was an RNG bug. So I tested their file myself directly in Unity and saw that:
a) it was indeed totally fine!
b) they would only get a roll that would equate to a ring of might drop in another half dozen kills
C) the odds of getting an RNG sequemce that would yield no drops for every ring for 70 kills in a row was something like 1/200,000. They were THAT unlucky.
Moral of the story: you really can have that bad RNG without it being a bug.
The same thing happened with the 1/1000 fanny pack after maxing the wanderer set so I thought 4G was just being nice and giving us a guaranteed first drop on the new item for set maxing.
I was surprised to not get the dorky glasses on the first walderp kill after maxing the odlaw set.
Once that finishes, I'll have the full set and unlock the super rare ring.
Those really are rare. I have killed him 410 times and got three drops so far. Many of those were probably offline though.
